Foreign Trade Zones
A Foreign Trade Zone (FTZ) is a federal designation that allows goods imported to the trade zone to be considered outside of the United States for Customs purposes. The area is designated by the U.S. Department of Commerce, and is secured by U.S. Customs. 
The designation can provide some substantial benefits to the user, including duty-free treatment or lower duty rates, the avoidance of tariff inversion (duties on parts can be greater than duties on the whole item) and time savings from consolidating weekly record-keeping per user.
